Silhouette was chosen because Tomoe's afterimage stands like a shadow beside all happenings in RK. She is the main reason for Kenshin's acting as he is now, his opinions and the second chance he received. She is in Kenshin's mind and dreams, and tells him to start anew with Kaoru. She is in Enishi's mind (even if this Tomoe is an altered version). But all those things others remember from Tomoe - this is not the real Tomoe. Just as my opinions on Tomoe can't picture the real Tomoe. Because they are mine, they are only silhouettes.
